Leeds, besieged by a ‘wartime’ catastrophe, is relieved in the nick of time by the emergency intervention of the armed forces. The collapse of the Victorian water main was an urban predicament anticipated due to the squeeze on public resources. In hindsight, this drama was prophetic of the Yorkshire Water supply crisis. However, the predicament of 1995 was alleged to be caused by directorial greed within the privatised water industry.
